You can use the latest Release of SimPE to change the Skin and the Dresses of your Sims.

The File you have to edit is stored in the Character Package of your Sim. If you got there, select the 3D ID Referencing File with the Instance 1 and go nuts.

The current drawback is the loading speed. The Plugin takes a while to Load (it collects the names of the files when it is displayed), and the Dress Selector Dialog takes even longer, if you choose to preview the dresses (takes about 2 Minutes to collet the Textures for the Preview).
