Animation and Mesh Import

SimPE does now include a very basic Editor for ANIM (Mesh Animation) Resources, which should make it possible to decode the Animation structures.

The second Big addition for this Release is a Plugin driven GMDC Mesh Import/Export Interface. SimPe by default now includes an extended Version of Delphys .obj Exporter and an DirectX .x Exporter. It also ships with a brand new .obj Importer, that will allow you to replace/add Mesh Group definitions directly within SimPE. 

Last but not least, we fixed a Bug in the default Skintone Changer (Scan Folders plugin). Now you can use Skin packages as Base files, which are not stored in one of the defined search Paths (folders.xml)

A last word about the Version Number (0.38) We skipped a few Numbers, because we changed the Versioning of SimPE.  From now on, all public SimPE Releases will have an even Version Number.
